Does whisper have an initial prompt?

Yes, it does. There is a --initial_prompt INITIAL_PROMPT argument. See whisper --help.

  --length_penalty LENGTH_PENALTY
optional token length penalty coefficient (alpha) as in https://arxiv.org/abs/1609.08144, uses simple length
